【Canada Home Flooding】Do some governments provide subsidies and assistance?

A record-breaking rainstorm in the Greater Toronto Area in mid-August caused basement flooding in the homes of residents in Etobicoke. They want the city government to lend a hand. Does the city government have a subsidy program to help homes prevent basement flooding? Or repair subsidies? Is the application process easy?
